Mr. Carter was the superintendent of Fairfield- Suisun Unified School District in Northern
California, until joining CUSD. He also served as deputy superintendent of Oakland Unified School District. Previously,
he was superintendent of Bourbon County Schools, and state administrator and interim superintendent
for Floyd County Schools, both in Kentucky.
Retiring at the rank of Colonel, Mr. Carter served as an active-duty Army Officer for 27 years,
including as Battalion Commander with the 101st Airborne Division during Operation Desert Storm.
Mr. Carter is a fellow of the Stanford University Superintendent’s Academy and the Broad Urban
Superintendent’s Academy. Among other credentials, he has a Master of Public Administration and
Master of Science in Criminal Justice from Jacksonville State University, Jacksonville, Alabama, in
1979, and attended the Air War College at Maxwell Air Force Base in Montgomery, Alabama, in
1993.
Mr. Carter began his tenure at CUSD at the beginning of September 2007.
