CVC 407.5(a) – Defines what a motorized scooter is.
A “motorized scooter” is any two-wheeled device that has handlebars, has a floorboard that is designed to be stood upon when riding, and is powered by an electric motor. This device may also have a driver seat that does not interfere with the ability of the rider to stand and ride and may also be designed to be powered by human propulsion.
Operators of motorized scooters:
- Are subject to same laws as driver of a vehicle (ride in direction of traffic, not against it, while on a highway)
- Are subject to same lighting requirements during darkness
- Do not need Insurance, registration or a license plate
- Must ride on right side of the roadway
- If bicycle lane is present, must ride within bicycle lane
Shall not operate a motorized scooter:
- Unless it is equipped with a brake
- Without wearing a properly fitted and fastened bicycle helmet, if the operator is under 18 years of age.
- Without a valid driver’s license or instruction permit.
- With any passengers in addition to the operator.
- Carrying any package, bundle, or article that prevents the operator from keeping at least one hand upon the handlebars.
- Upon a sidewalk, except as may be necessary to enter or leave adjacent property.
- On the highway with the handlebars raised so that the operator must elevate his or her hands above the level of his or her shoulders in order to grasp the normal steering grip area.
- And attach the motorized scooter or himself or herself while on the roadway, by any means, to any other vehicle on the roadway.

Ladera Ranch Middle School New Permit Process for eBikes, Bicycles, Scooters and Skateboards
This upcoming 2022-2023 school year, students will be required to apply for a permit if they are planning on riding to school. Students wishing to ride a bike, eBike, scooter or skateboard must complete the application, watch a video, and complete a quiz with 100% accuracy. After completing the application process, students will then receive a parking permit placard which will be placed on their transportation.
Students who do not have a permit, will not be allowed to ride to school. Parking Permits will be available to students who complete the process, but due to safety and space constraints, LRMS will be limiting the number of permits given to students through a lottery system. A student’s parking permit is a privilege and may be revoked based on not following behavior expectations and behaving unsafely arriving to and leaving campus.
All transportation parked on campus will be required to display a LRMS Parking Permit. Like the high school parking permits, students will need to renew these annually. There will be no fee for the initial parking permit.
More information on the new permit process will be communicated as we get closer to the opening of school.
Please note that if your child will be riding a Class 3 bicycle to school, it will need to be adjusted to a Class 2 speed and you will need to attest to this. We cannot allow our students to ride a Class 3 bicycle to campus since none of our students are 16 yet. Individuals must be 16 to ride Class 3 bicycles.

Enforcing protocols for Electronic Bike (eBike) Safety including:
a. Storage-eBikes should be stored in a designated area on campus, on a hard and level surface with the capacity to hold all bikes permitted through the school. eBikes should never block ingress or egress or be placed in any location that would compromise safety and access.
b. Charging-Students using eBikes need to charge their equipment prior to arriving on campus. District outlets should not be used for charging.
c. Security-It is the responsibility of the student to lock and secure the eBike. The District is not responsible for damage or theft of eBikes on campus, or enroute to and from campus.
d. Permits-Each site is responsible for establishing a process for the distribution of permits for eBikes, which includes education, an application process, and is based on the maximum storage capacity at a particular site.
e. Education-Each site will require a student to complete a safety training and pass a quiz on the material as part of the permit requirements.
f. Placards-Each site will develop and distribute a parking placard for eBikes that indicates all requirements for registration and training have been met. The placard must be attached and visible at all times on campus. Sites have the discretion to determine the location of the eBike placard.
g. Class 3 eBikes-Individuals must be 16 years of age to operate a Class 3 eBike.
h. Enforcement-eBikes without school-issued placards, and eBikes blocking ingress/egress or walkways, will be confiscated and students will be subject to progressive discipline.
